C-17 Base Manager

Qatar, Al-Udeid

The Boeing Company’s Field Services groupis hiring a C-17 Base Manager, to provide Qatar C-17 Fleet with sustainment support and training services.

Based out of Qatar/Al-Udeid the role will be responsible for executing USG FMS contractual requirements supporting the Qatar Air Force C-17: supply support, engineering, Support Equipment maintenance, and Logistics Data Management.  Additionally, this role will serve as the Site Lead for the C-17 Training program under a Direct Commercial contract. 

Key activities include but not limited to:

Appointment looks after Field Service employees performing technical or specialist activities that are deployed at this remote location. Develops and executes customer support strategies and tactics to support customer commitments, gain competitive advantage, and foster business growth. Directs post-sale coordination of technical and administrative support activities of Qatar C-17 fleet including, troubleshooting, problem resolution, support equipment maintenance, supply support, and engineering support for compliant and preventive maintenance. Manager also expected to develop and execute C-17 training plans and policies and procedures to ensure delivery of safe, quality field service support to the customer’s maintenance and training activities.   Manages the annual budget plan and leads continuous improvement initiatives to ensure cost, scheduled, and performance targets are achieved. Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports.   Manages, develops and motivates employees and provides performance development feedback to functional management for their assigned site employees. Collaboration with US Government organizations across the FMS ecosystem and C-17 System Program Office.  Partner with the local Boeing Qatar International office to ensure compliance with local law requirements, Boeing security requirements, and procurement of local indirect services to support the C-17 program activities. Promote and adhere to Boeing Environmental Health and Safety requirements and maintain a base emergency plan.

Position Responsibilities:

The successful candidate will perform the following duties:

  • Manage and supervise a multi-disciplined team and serve as the on-location Program representative and will report through the Director C-17 International Field Services.
  • Lead and integrate an international multi-disciplined team of C-17 specialists comprising Engineering & Technical Support, Supply Support, Logistics Data Management, and Support Equipment specialists in a remote field environment, responsible for supporting daily organizational and intermediate level activities. 
  • Support Equipment maintenance and compliance with maintenance Technical Orders and manuals. 
  • Supply Management of USAF-owned, Boeing managed aircraft  spares. 
  • Interface with senior military officers and their designees to ensure delivery of high levels of customer service and satisfaction; align with Boeing Qatar’s local strategies and initiates to promote Boeing’s interests in this region.
  • Monitor, report and execute budget and staffing plans.
  • Manage and support C-17 Simulator and Maintenance Training activities.
  • Develop and establish policies, organizational structures and report performance targets to Executive Management.
  • This position requires proficiency working in a multi-disciplined environment, together with a high degree of tact and diplomacy.
  • This position requires the ability to function in a demanding, on-call, around the clock operational environment and must be willing to travel occasionally.

Basic Qualifications (Required Skills/Experience)

  • 5+ years of experience leading and managing teams.
  • 3+ years of experience dealing with senior military and company officials.
  • 3+ years of experience working with International customers.
  • 3+ years working in an aviation field operation and/or maintenance facility. 
  • Strong working skills in Microsoft Office Suite including Outlook, PowerPoint, Excel, Word, SharePoint, and OneNote
  • Business (Financial) acumen – Understands and utilizes economic, financial, and industrial data to accurately diagnose business strengths and weaknesses, identifying key issues, and developing strategies and plans.
  • Diversity awareness – Demonstrates an understanding of and effective adaptation to varying interpersonal styles and norms across cultures; takes actions to minimize the stresses of cross-cultural experiences and using them as opportunities for growth.
  • Effective influencing skills working with employees and customer officers.
  • Demonstrated experience in effective verbal and written communication.
  • Listens to and works to understand others needs or requirements.
  • Communicates confidently and persuasively with a clear sense of audience and appropriate tone.

Preferred Qualifications (Desired Skills/Experience)

  • Bachelors Degree or Higher
  • Experience with Program Management Best Practices (PMBP) or in a role requiring project/program management skills.
  • Familiarity with Boeing and/or DOD supply systems desirable.
  • Prior C-17 or other airlift aircraft field experience would be an advantage.
  • Experience in aircraft maintenance
  • Middle East regional experience is highly desirable.
  • Fluency in Arabic language
